By the May 2012 decree of Russian President V.V. Putin, all levels of the budget were instructed to increase wages for employees of the public sector and the state apparatus. Accordingly, the level of average wages in Russia is increasing. What will the average salary be in 2015 in Russia and how much will this figure increase? We invite you to familiarize yourself.
Ministry of Development Russian economy predicts a high increase in the level of average monthly income (by salary) of the country's population. Currently, this figure fluctuates around 30 thousand rubles.
It is predicted that the average salary in 2015 will be within 75 thousand rubles. per month. This rather large figure was announced by representatives of the Ministry of Finance in their forecast for economic development. But this is also an average option. According to the innovative development scenario, according to the same forecast, by 2025 a Russian will be able to receive an average of 84 thousand rubles. And the forced scenario assumes that in ten years the average monthly salary of a Russian citizen will reach 120 thousand.
Experts from the Ministry of Economic Development attribute such a solid (more than one hundred percent) increase to several significant reasons. Firstly, the share of the working age population will decrease significantly by 2025. Secondly, there will be a noticeable decrease in qualified, experienced specialists. These factors will influence employers to try to reduce labor costs while increasing labor productivity.
At the same time the average salary in 2015 in Russia will most of all depend on the increase in the income of public sector employees, which in recent years salaries are being increased, and this process will only be completed by 2018.
What will be the average salary in 2015 in Russia
The average salary in Russia is a very “unindicative” coefficient of the standard of living of a Russian. Thus, the existing difference between the “poor” and the “rich” in our country is quite large - almost 38% is wage inequality. According to the RIA rating, about 13% of the Russian population receives less than 9 thousand rubles monthly. And about 5% have salaries almost an order of magnitude higher - from 75 thousand rubles.
The average salary in 2015 in Russia is calculated separately from the same indicator in Moscow. Thus, next year in the capital of the state the average salary income is projected to be 60 thousand rubles.
According to specialists from the Moscow Government, wage growth in the capital is consistently 1.8 times higher than this figure throughout the country. At the same time, the differentiation of Moscow salaries is very high. Almost 10% of the Moscow population had a monthly salary income of more than 150 thousand rubles just a couple of years ago. And about 5% of Moscow residents are on the verge of poverty, having incomes below the subsistence level. It is expected that in 2015 the monthly per capita income in Moscow should be established at a level higher than the subsistence level by 4.8 times.
Average salary is a macroeconomic indicator that is calculated by determining the average salary level of a certain group of workers. As a rule, this indicator is necessary for economic analysis of enterprises, industrial sectors and regions. The average salary in Russia is calculated taking into account the wage fund based on the results of work for the year. Methods for calculating this economic parameter are conventionally divided into the following categories:
- calculation of average earnings for making payments in connection with maternity and temporary disability;
- calculation of this indicator for payment of vacation, as well as compensation for unused vacation;
- calculation of average earnings for other cases provided for by the Labor Code of the Russian Federation.
The average salary is calculated based on the amount of salaries received and payments that are included in the wage fund for a specific billing period, and the number of days actually worked is also taken into account. From January 1, 2013, the average salary in Russia is calculated according to a new scheme. This indicator is calculated by dividing the employee’s total earnings for the last 2 years of his work by the number 730. The term “amount of earnings” implies the inclusion of all amounts from which were withheld insurance premiums, vacation pay and travel allowances, while payment of travel costs, daily allowances and maternity benefits are not taken into account.
Statistics on average earnings for 2018
The results of statistical surveys on average earnings over the past year are not much better than last year. The highest average salary in Russia in 2018 was recorded in Chukotka (98.6 thousand rubles), Yamalo-Nenets (96.7 thousand rubles) autonomous districts, the Magadan region (86.1 thousand rubles) and Moscow (83.6 thousand rubles .). The Nenets Autonomous Okrug (RUB 82.7 thousand) closes the top five.
Unfortunately, the difference between the average earnings of the above regions and most other regions Russian Federation is increasing every year. Regions with a developed oil and gas industry are distinguished by good indicators. Average salaries in Russia increased slightly compared to the previous year. At the same time, the ratio between the level of earnings in different areas remains unchanged.
According to statistics, in most other regions of our country the situation is critical. The lowest average salary in Russia in 2018 (26.9 thousand rubles) was noted in the North Caucasus Federal District. The figures are slightly better in the Southern (31.5 thousand rubles) and Volga (31.8 thousand rubles) federal districts.

Prospects for increasing average earnings in 2019
Average salaries in Russia, according to Rosstat, has increased slightly since the beginning of 2019 compared to the same period in 2018. Thus, in the first quarter of 2019, the average earnings in the country as a whole amounted to 43,883 rubles, which is 8% more than the figures published for the fourth quarter of 2018. The increase in wages is mainly associated with an increase in the minimum wage. You can read more detailed and up-to-date information in the section.
The most popular professions in the first months of this year were salespeople, builders, carriers, production workers, and representatives of the auto business. These areas cover approximately 66% of open vacancies.
Numeric value average wages in the Russian Federation used to determine the amount of alimony. This is due to the fact that the salary unit calculated in this way determines intermediate level wages for a certain group of the average population. Accordingly, the resulting numerical value can be used to calculate the average amount of alimony payments, the final amount of which must partially or fully satisfy the financial needs of the recipient of the amounts.
However, there are a lot of nuances and features associated with calculating alimony based on the average salary. This is due to the fact that these calculations can be applied both by involving “high” and “low” indicators. Of course, for groups of the population with a minimum income, the national average salary may be excessively high, which may provoke an increase in debt. As well as for regions where the average salary level is very high, the average value is the optimally profitable amount.
As a rule, the arithmetic significance of the average salary is most often used when it is necessary to determine the amount of alimony debt for the past period. This option is optimal due to the fact that the final amount of debt is determined based on the annual average salary during the period when no payments were made.
According to the RF IC, collection of arrears in alimony payments can be made for the last 3 years, or from the moment when the debt was formed. The first option applies if the plaintiff is the direct culprit for the formation of the debt. For example, if the writ of execution was not presented for execution. The second option is used when the direct culprit is the debtor.
To make final calculations of the amount of alimony debt, the following aspects apply:
- First of all, the amount of alimony that was initially determined is taken into account. In this case, it is not important how exactly the specified amount was established: through a settlement agreement, or when a court decision was made.
- In addition to wages, the amount of alimony arrears also includes shares from other types of earnings or income received by the defendant.
- If the defendant does not have officially registered income during the period of debt formation, the average wages. which was adopted regionally and nationally.
Accordingly, the average indicator is used exclusively in cases where the debtor cannot document his own income.

Family legal relations, including the procedure for deduction of alimony, determination of debts, methods of payment are regulated by several basic regulations - legal acts. So, the Family Code of the Russian Federation is called the main one. When carrying out any calculations of alimony, Article 113 is applied predominantly.

Table of average salaries around the world
To compare the data, below are the average salary values around the world (selected), the data is in US dollars, relevant for 2018.
The average wage indicator is a macroeconomic value, which is defined as the arithmetic average value of wages for a specific group of the working population of the Russian Federation. The average salary in Russia is used to calculate alimony. It should also be noted that when calculating this indicator, the government takes into account both very low and very high wages: when calculating a specific amount of alimony, the average indicators are beneficial (from the point of view of the payer) for the so-called “rich” regions of the country, but are extremely unprofitable for “poorer” regions. The specifics of calculating and establishing alimony payments depend on the amount of wages prevailing in the Russian Federation at the beginning of 2015.
When is the average salary taken into account when calculating alimony?
The average salary for calculating alimony is taken into account in cases where it is necessary to determine the total debt of the payer for alimony payments. So, according to the provisions of Article 113 Family Code Russian Federation, collection of alimony payments for previous periods is carried out within three years that preceded the presentation of writs of execution by the recipient of alimony to the bailiff service. If, before the presentation of such documents to the executive bodies or the magistrate's court, alimony was not paid due to the fault of the payer, then alimony payments can be recovered for the entire period of non-payment.
By general rule The amount of alimony debt must be determined taking into account (optional):
- The amount of alimony established in the relevant court decision.
- The amount of alimony payments, determined.
- Shares of wages and other income of the payer for the entire period during which alimony payments were not transferred.
- Average wages in Russia for the period of collection of alimony debt.
In relation to alimony, the average salary in Russia is not taken into account in all cases of calculating alimony debt, however, according to statistics, in approximately 67% of cases. Thus, the average salary is taken into account when, for a certain period of time, the alimony payer does not have documentary evidence of the amount of income he received or did not receive it officially.
Besides this, this technique determining the amount of alimony debt is applied in cases where the debtor, who is individual entrepreneur, refuses to provide primary financial documentation to bailiffs.
The average salary is also used when establishing the amount of alimony: for the entire period during which no alimony payments were made, calculations are made based on the current average earnings.
At the same time, from the average salary established by the government, the share determined by the court or alimony agreement is calculated, which must be transferred monthly for the maintenance of the child. After this, the payment amount is multiplied by the number of months in the calculated alimony period.
Regulatory acts when taking into account the average wage indicator
The basis for taking into account the average salary when determining the amount of alimony debt is the following regulations:
- Federal Law “On Enforcement Proceedings” No. 229-FZ dated October 2, 2007. The law, in particular, in Article 102, establishes the procedure for collecting alimony debt by executive bodies.
- Family Code of the Russian Federation No. 223-FZ dated December 29, 1995: basic law in Russia regulating family relationships for payment of alimony. Thus, Article 113 of the Family Code details the procedure for determining alimony debt.

The coefficient of the average monthly salary KSZ is the most important parameter that determines the size of the pension, more precisely the size of that part of it that was earned for the period before 2002. This is the only value with which a citizen can influence the size of his pension when assigning it (by choosing the period for which it is calculated KSZ). The higher the value of the KSZ, the larger size pensions.
KSZ is the ratio of a citizen’s average monthly earnings for his chosen period of work to the average monthly salary in the Russian Federation for the same period. You can choose either 01/01/2000 - 12/31/2001 as the billing period. or any 60 consecutive months before 01/01/2002.
If the period 2000–2001 is selected, then the average monthly salary coefficient is calculated by dividing the average monthly earnings of a citizen for this period by 1494.5 rubles. If it is more profitable to take the period up to 01.2002, then the calculation of the SSC becomes a problem. Our calculator helps you solve it.

1. To calculate the average monthly wage coefficient (AMS) using a calculator you need:- Choose the most profitable period of work for you - 60 months (5 years) in a row from January 1960 to December 2001.
- Select (set) the beginning of the selected period in the calculator. The period (60 consecutive months) must begin so that it ends no later than January 2002.
- Indicate if you know your average monthly salary for the selected period or calculate it using a calculator.
2. If a 5-year period is selected that falls within the denomination of the ruble (occurred on January 1, 1998), then monthly earnings received before 01/01/1998, when entered into the calculator, must be divided by 1,000, and salaries received from 01/01/1998, leave them as they were during the corresponding period.
